The texture & lighting quality in Kings Row certainly looked worse back then.
I remember when they did a minor graphical update to Kings Row and it was certainly a good decision to do so.

This made me feel way better about my horrible aim.
This is whats nice about pc gaming. Many gaming are optimized better these days so the image you see looks good no matter what setting you have it on. It's to sell more copies. This way if someone only meets min standards for playing a game, it doesn't look like trash. Destiny 2 is the same way. Low or max settings, It's hard to tell the difference.

I'm a Low Spec Gamer so I'm gonna use Low cause it's less graphics, fun gameplay and better fps
This doesn't really show what it's like for low-end pc gamers like myself. I have to crank the resolution way down which makes it a lot worse. It's not just the textures, shadows, etc.

OW is a pretty fuckin optimized game it looks great even on low
Use all low with high texture quality and the game still looks great, increase FPS, and reduce input lag.
Low setting is good for battery saving
